Bayan Palace is justifiably regarded as one of Kuwait's finest architectural masterpieces and covers 1,399,500 square meters. It was officially opened in 1986 for the Fifth Conference of the Arab League and is the main location for international conferences in Kuwait. It's unique architectural style fuses modern design with more traditional art forms – Islamic arabesque adorns the building and the fountains that are at all the palace entrances conjure up images of the Al Hambra in Grenada, Spain. Bayan Palace comprises a conference building, the Amiri tent, six complexes - each consisting of three buildings - the security command building, and extensive car parking facilities. In addition, there is a services building which provides Bayan Palace with its own electricity, water, security and communication. A 2.6 km long tunnel connects the services building with the palace. The Conference building consists of three meeting rooms and a multi-purpose, state-of-the-art theatre which can be transformed into a 1000-seater conference hall. There is also a ceremony room, a reception room, press room, a library, His Highness the Amir's suite and a number of offices. The Amiri tent is of central importance to the Palace. It was established by the late Amir, Sheikh Jaber Al Ahmad Al Sabah, in 1991 following Kuwait's liberation. The tent covers 3,500 square meters and contains a 500 person ceremony room, a 250 seater conference room and three large reception rooms. The Amiri tent is fully equipped with a/c, central heating, hot and cold running water, fire sprinklers and an emergency generator. Within the grounds of Bayan Palace, there is a helicopter landing pad and a gold-domed mosque for 1200 worshippers. Recently, the " Liberation" building was constructed for large ceremonies and international conferences.

يعتبر من أبرز الانجازات العمرانية في دولة الكويت، و قد افتتح في عام 1986 م بمناسبة انعقاد مؤتمر الدول الإسلامية الخامس، و ذلك على مساحة و قدرها 1,399.500 متر مربع، و هو المقر الرئيسي للمؤتمرات الدولية التي تشهدها دولة الكويت. و يتميز القصر بشكله المعماري المميز الذي تم فيه المزج بين الشكل المعماري المعاصر و الفن الإسلامي القديم المتمثل في الزخارف الإسلامية التي تزين التصميم الداخلي للمباني و لمسات جميلة من الفن الأندلسي، و هو ما نراه في النوافير الرائعة التي تزين المداخل الرئيسية لمباني القصر. يتكون قصر بيان من مبنى قاعة المؤتمرات، و الخيمة الأميرية و ستة مجمعـات، كل مجمع يتكون من ثلاثة مباني بمجموع 18 مبنى، بالإضافة إلى مبنى القيادة الأمنية، و مواقف سيارات خاصة لكل من هذه المباني. و يوجد في القصر محطة خاصة للخدمات تقوم بتوزيع جميع الخدمات على المباني من مياه مبردة للتكييف و مياه الشرب، و مكافحة الحريق، و مياه الري والشبكة التلفزيونية الداخلية، و نظام المتابعة الأوتوماتيكي للمباني، و ذلك عن طريق نفق الخــدمات بطول 2.6 كم. و يوجد في القصر مبنى قاعة المؤتمرات الذي يتكون من ثلاث قاعات اجتـماعات، و مسرح يمكن تحويله إلى قاعة مؤتمرات يسع 1000 شخص مزود بمصاعد هيدروليكية، حيث يمكن تغيير أوجه الاستـفادة من، القاعة و كذلك التحكم بخشبة المسرح و مزود بنظام إضاءة خاص، و يتكون المبنى أيضاً من قاعة احتـفالات و صالون استقبال و قاعة صحافة و مكتبة، و يحتوي أيضاً على الجناح الخاص لمكتب حضرة صاحب السمو أمير البلاد و العديد من المكاتب الإدارية. و من المنشآت الهامة و الرئيسية في قصر بيان الخيمة الأميرية و التي أنشأت عام 1991 م و ذلك بعد التحرير مباشرة، و بأمر من صاحب السمو أمير البلاد الراحل الشيخ جابر الأحمد الصباح طيب الله، ثراه بمساحة و قدرها 3800 متر مربع، و تحتوي الخيمة الأميرية على قاعة احتفالات بسعة 500 شخص، و قاعة مؤتمرات تسع 265 شخص، و عدد ثلاث قاعـــات كصالون استقبال، و الخيمة الأميرية مزودة بكل ما يلزم من الخـدمات الرئيسية من تكييف و تدفئــة مركزية عن طريق شبكة المياه المبردة و الحارة، و وحدات دفع الهواء، و كذلك نظام مـكافحة الحريق المتصل بالشبكة المركزية و المضخة الرئيسية و كذلك مولد كهربائي احتياطي. يحتوي قصر بيان أيضاً على مهبط لطائرات الهليوكبتر، و مسجد يتميز بطابع إسلامي مميز و بقبة، ذهبـية و يتسع المسجد لعدد 1200 مصلي. و في إطار أعمال البناء و التوسعة لقصر بيان و هي ما يسمى بقصر بيان – المرحلة الثانية، فقد تم إنشاء كل من مبنى قاعة التحرير الذي يستخدم للحفلات الكبرى و المؤتمرات الدولية ، و مبنى قصر الضيافة الجديد لاستقبال ضيوف الدولة الكرام، و ديوان أسرة آل صباح.
